Refuse to flush the toilet until he bathes.
Spray a lot of air freshner around him. Keep the windows open and tell him that he stinks.
Go into their room at night with a garden hose, and just start hosing them down. They will be annoyed at first, but then they will thank you later when they realize it was for the best.

I would have to say you need to tell them they stink. Is she or he trying to save on the water bill or is he just lazy? Ask him what his reasons are.

3) Move!
throw a bucket of cold water on him in the morning and tell him it will happen everyday till he baths.
